In a letter sent to Secretary of State Hillary Clinton, US senators, Russell D. Feingold, Patrick J. Leahy and Christopher J. Dodd expressed their concern with the poor results of the US aid to Colombia in the past decade, money that has gone primarily to the Colombian army which is under investigation for the killings of hundreds of innocent civilians that are falsely reported as dead combatants in the war against the FARC guerrillas.

The senators also expressed their concern for the lack of resolve of the Colombian judicial system to bring the culprits to justice and point to the continuing violation of  human rights of many Colombians, and the harassment  and espionage perpetrated on members of  the opposition parties and human rights activists. Finally, the senators urge the Secretary of State to play a more active role in swaying  the Colombian government to consider the possibility of a peaceful resolution of  the armed conflict.

En una carta enviada a la Secretaría de Estado  Hillary Clinton, los senadores Russell D. Feingold, Patrick J. Leahy y Christopher J. Dodd expresan su preocupación por la mala inversión que ha resultado ser  la ayuda a Colombia  de la última década. También expresan su preocupación por el escandalo de los falsos positivos dentro del ejército colombiano el mayor beneficiario de la ayuda , la violación de los derechos humanos, la impunidad , la persecución , y el espionaje y hostigamiento a la oposición política del gobierno.

Apuntan finalmente que el gobierno del presidente Uribe le ha dado poco esfuerzo a la resolución pacífica del conflicto armado y que el gobierno colombiano debería explorar más vigorosament las posibilidades de paz , agregando que los EEUU podrían jugar un papel importante en esta  tarea estimulando al gobierno colombiano a que considere las posibilidades de  paz con los grupos armados que operan en el país.
